First go to a shop and buy 10 repels or something like that
put a *level* *28* (or 29)pokemon first in your party go to diggletts cave then spray on the repels and because you will only run into pokemon higher or equal to the level of the *first* pokemon in your party the only thing you will run into is dugtrio.
