Hey it's ChariZard,
So I wanted to tell you where you can finally get the item to evolve your Seadra into Kingdra!
Ok so there are only two Dragon Scales in the games and here are how you can get them
1st Dragon Scale- Six Island, go east until you see the Peformer. SURF south until you see two rocks SURF between the rocks and you will see an item, click on the item and it's the first Dragon Scale.
2nd Dragon Scale- Seven Island, go to Battle Tower. Talk to the woman who tells you about the categories. Click on *"DOUBLE BATTLE"* . Beat all the trainers and you prize.....The second Dragon Scale!!!
