Seth, for your test to be TRULY accurate you must catch wild pokemon, then SAVE.
next, level it up with gamesharked rare candies while evolving it early on. write down the stats. DO NOT save afterwards.
then turn off your GBA. turn it back on and give the pokemon an everstone (prevents evolution), then level it up with gamesharked rare candies. write down the stats.
see, there is no difference in the stats.

It doesn't matter when they evolve. Check their nature. That might make a difference. And by the way don't wait for a torchic to learn flamethrower. Blaze kick is better and you can buy a TM and teach it flamethrower.

Whooops! i have done some research on this, and have corrected my method.
i saved, then leveled up the marill w/o evolving it. then i recorded its stats and turned off. then i leveled up the SAME marill and evolved it. the stats were EXACTLY THE SAME.
this means that this cheat is totally fake. and just ignore my earlier post here, because it is extremely inaccurate.
