Just before you are going to fight Shang Tsung, Kintaro and Shoa Kahn talk to Millena who is in the prison cell. Keep talking untill she says "The gaurds have herd us" then a door will open and demon tamers will come out, (you do not have to fight them) then go through the door and you will fight Kano.
