feebas can be caught with any rod i think. maybe not an old rod.
there are only a maximum of six tiles on route 119 that feebas can be found in. test them all out a few times and eventually (and this takes ages) you will find a tile where feebas is. the tile(s) are unique to each game, and change whenever the catchphrase at dewford changes.

You get Blissey by catching an Chansey. Then train it around Lv.40 then it'll evolve.
