There are Allied soldiers held prisoner throughout the game. For every 5 you rescue you unlock a new costume skin for Cap. Unfortunately this game has no Level Select or New Game +, therefore the only time you can have access to all costumes is when the game is almost over. If you select 'continue' on the save file of a completed game you will simply repeat the final checkpoint before the game is finished.
