First I should say that pc port is terrible, so there are recommended settings to avoid issues:
Download DPfix;
Place it in the folder of the game (I'm using a steam version);
Open it (DPfix.ini file)
Change "ForcedWindowed" and "borderlessFullScreen" to 1;
Run game in windows 98 compatibility mode (right click on exe file, properties, compatibility);
Open launcher, go to settings and disable full screen mode.
Now everything should work fine.
