First, join the Fighters Guild. This can be done by talking to Vilaena Donton in Chorrol, Burz gro Khash in Cheydinal or Azzan in Anvil. Once you have done this, travel to the Leyawin Fighters Guild. On the top floor is a training room with a full set of Steel armor inside. There is also a locked room (average lock pick) with a ton of Steel weapons.
