Ephram Earl, the weirdo ghost guy, is found either in the graveyard, the bayou, or Club Xizzle. Getting a 100 relationship with him is easy; basically all you have to do is find an option on the talk menu that says 'talk about...'. It will always be a + reaction, while anything else will result in a serious negative reaction. (However, his face looks really funny when this happens sometimes).
