Easy Way To Beat Roxanne:

Before you fight Roxanne, catch a Wingull and get it to a good level. If Torchic was your starter pokemon, get him/her to level 16, then Torchic will become Combusken and learn Double Kick. Use Combuskens Double Kick and Wingulls Water Gun to beat Roxanne.
