whooops, you've already listed the rock types...
and iron tail is just... bad. it has terribly low accuracy and most of those who can learn it have much better move options. metal claw has such low base power, so steel wing should be at the top. not that you can change it or anything.

the best ground move is earthquake hands down. dig telegraphs your move and gives the opponent time to switch in their flying types that are immune to ground.
the best rock move is rock slide OR anceintpower. rock slide for the slightly higher base power and flinching chance, and anceintpower for the greater accuracy and chance of raising all stats.
