Oh, it's quite easy getting Feebas.  I got it in just 5 minutes. After I got it, I used a different version with the same Popular Phrase in Dewford and found Feebas there too!

you can use any rod to catch feebas. it is only located on 1-6 tiles all down route 119. the exact tile(s) will vary from game to game. i suggest testing them all out, and bring along a couple zigzagoons/linoones for free items.
