your first team's latias:
once again, the EV spreading is um... strange, to say the least. try serebii.net's EV spread of 12HP/252def/204speed/42sp att.
latios: i wouldn't reccommend you have both latis in the same team, especially if they have nearly identical movesets but for one move. their shared weaknesses overlap. as for the EVs... i'd give 252sp att/252speed/6HP or 6sp def.
as for your second team...
it seems a lot better. though that might be just because i cant see your EVs. groudon doesn't need solarbeam - it runs off the lower special attack, doesn't get boosted by swords dance, and will get lowered by overheat. excellent choice of HP rock.
PS: i'd LOVE to battle you on NB, only without ubers. theres more diversity when there aren't any ubers since only about a dozen pokemon do well in the uber environment but about 200 can perform in OU (over-used), and the rest of the fully evolved ones slot in UU (under-used).

i'm gunna rate your team. i hope this is on netbattle; changing the nature and EVs will be a lot easier
jolteon: its good. a big question mark over the EVs, though. it would be better with 252speed/252special attack/6HP. it needs no attack since its only got special sweeping moves. HP shouldn't be that high; it only protects your pokemon from hits half as well as high defense or special defense. but it protects from both kinds of hits.
skarmory: try impish nature. and with 100 defense EVs, 252 HP EVs, and the rest of the EVs put into attack. skarmory is no sweeper, so its defenses higher priority. skarmory is too slow to begin with, so speed EVs are pretty pointless (even with hasty and 252 speed EVs, it can only reach 262). add to that the fact that whirlwind always attacks last no matter what your speed.
Ludicolo: rain dance over protect, to make use of rain dish. ludicolo is fun because a combination of leech seed, leftovers and rain dish makes you recover like a third of your health each turn. and make it bold natured (-att, +def). i'm not exactly sure about its EVs, though. 252 def, 129 special def, 129 special att i suppose.
groudon: its perfect.

PS: whenever in doubt of where to put defensive EVs, make your HP end up as close as possible to what your defense or special defense (depending on what you need most) will be. and dont put speed EVs on pokemon with base 65 speed or less.

Take Body Slam and Hydro Pump off. You should replace Body Slam and Hydro Pump by Calm Mind and Surf.
