Tips For Evolving Pokemon That Need Happiness:

Many Pokémon in this game need maximum happiness to evolve. These include Riolu, Swadloon, Golbat, Chansey, Eevee, Pichu, Cleffa, Igglybuff, Togepi, Azurill, Budew, Buneary, Chingling, Munchlax, and Woobat. Some tips to increase happiness in order to evolve:
- give it vitamins
- use them in important battles (gym leaders, elite four, champion)
- level them up!
- give them the soothe bell (found in Nimbasa city in the building behind the Pokémon center on the second floor. Talk to the old lady)
And never, EVER let that Pokémon faint!
