In Leyawin talk to Rosentia Gallenus in her house for "Whom Gods Annoy", accept the staff of everscamp from her (you can't drop it). 4 scamps that respawn after dying will follow you. Use any weapon type to train.

P.S.-Make sure you aren't wearing any stat boosting equipment. Either go naked or wear normal pants or something.
