Normally you cannot precision target civilians. However, if you kill enough of them in a short amount of time without using precision targeting (using rockets or heavy machine guns in well populated areas recommended), you can auto-target them and they will become blips on your radar. However, the Agency Peacekeepers will be angry with you by then.
